Garters on the Rear View Mirror?

We’ve all seen it. The garter hanging from a rear view mirror of a car. (And, I’m not just talking a guy’s car here, I’ve personally seen women do this too.)

I’m really not trying to be rude, but this is such a mystery to me. It is one garter tradition that I just don’t get. And, you wouldn’t believe the pictures/articles/posts that came up when I Googled this topic!

Does it signify some sort of conquest? It is supposed to be fun/funny? Maybe sentimental like a prom night remembrance?

I just have one question: Why?
